Single-family residents have access to FREE high-efficiency toilets through West Basin's high-efficiency toilet (HET) give-away program events throughout the year. Heatwave!  SCE is offering a $50 rebate on a qualified room air conditioner and $50 on a whole house fan.   If you cannot tolerate heat extremes, Torrance has two volunteer "cooling stations" for residents who need to get out of the heat:   1)  The Bartlett Senior Citizens Center - 1318 Cravens Ave - cross streets Post and Engracia - 310-320-5918.  2)  The Katy Geissert Civic Center Library - 3301 Torrance Blvd - between Madrona & Maple - 310-618-5959.  Click here for a .pdf listing of community cooling centers in Los Angeles County.
